China – Implementation Scheme of the Domestic Emission Control Areas for Atmospheric Pollution from Vessels

Saturday, 22 December 2018 | 00:00

Further to the Club’s news articles of 1st August 2016, 9th February 2016 and 16th December 2015 regarding the emission control areas in China, Ministry of Transport of the People’s Republic of China (MOT) has implemented a scheme aimed at environment protection, air pollution prevention and control.

The main features of the scheme are:

• Geographic Scope of the Domestic Emission Control Areas (DECAs)
• 0.5% sulphur limit for any fuel oil used on board sea-going vessels operating in the DECAs from 1 January 2019
• Updated Emission control requirements for NOx
• Requirements for the use of shore power for vessels at berth for particular categories of vessels.

The official version of the document is attached. China MSA has also published a translation in English language which can be found here.

The English translation is provided with the footnote: “This English version of Implementation Sheme for DECAs is only for refrence, while the documents issued by MOT should be used as the official version.”
