Cash Dubai’s premium to swaps fell 2 cents to $0.89 a barrel.

REFINERY

Shell SHEL.L began restarting the crude distillation unit (CDU) at its 233,702 barrel-per-day (bpd) Norco, Louisiana, refinery, people familiar with plant operations said on Monday.

HF Sinclair DINO.O said on Monday it had extinguished a fire at its Holly Frontier refinery in Tulsa, Oklahoma, according to local media.

Spilled oil has washed up along “tens of kilometres” of the Russian Black Sea coast after two tankers were badly damaged in a storm at the weekend, a local governor said on Tuesday.

The European Union has adopted a 15th package of sanctions against Russia over its invasion of Ukraine, including tougher measures against Chinese entities and more vessels from Moscow’s so-called shadow fleet, the EU Commission said in a statement on Monday.

A group of Western countries will begin to check insurance documents of Russia’s so-called shadow fleet of vessels in the English Channel, Danish straits, Gulf of Finland and the sound between Sweden and Denmark, Estonia’s government said on Monday.
