Russia’s December idle oil refining capacity revised up 60%, data shows

Tuesday, 03 December 2024 | 21:00

Russia plans to take 1.1 million metric tons of refining capacity offline in December, up more than 60% from a previous estimate but still less than half the 2.4 million tons in November, according to Reuters calculations based on data from industry sources.

A decline in idle capacity means refineries consume more feedstock to produce fuel, making less crude available for export.

Technological stoppages and maintenance of some units at the Krasnodar, Komsomolsk, Volgograd, Ilsky and Yaisk oil refineries will contribute to the upwards revision for December.

The offline capacity is likely to rise further to 1.5 million tons during the month due to maintenance and stoppages.

Expected cumulative offline primary oil refining capacity in Russia reached 40.7 million tons in 2024, up 13% from 2023.
