German Ports launches three-phase plan for digital release procedure

Tuesday, 16 September 2025 | 00:00

As of October 1st, the digital release procedure for container imports will begin operation on the German Ports IT platform under the name Secure Release Order (SRO). The introduction will take place in three stages. The platform operators DAKOSY AG and dbh Logistics IT AG are thus demonstrating the importance and scope of this centralized digitalization solution and minimizing the risks for all companies involved.

“The launch of the Secure Release Order marks a major step forward in the digital handling of import processes at German ports. To ensure that all parties are able to fully prepare, we have specifically opted for a phased rollout,” explains Marco Molitor, CEO of dbh Logistics IT AG. DAKOSY CEO Ulrich Wrage explains the background: “German seaports are part of the critical infrastructure, which is why the focus is on a particularly secure and reliable approach.” The objective is to provide all stakeholders a secure transition while also strengthening the resilience of import processes for the long term.

The first stage begins on October 1st with carriers, who will be able to release their containers PIN-free in the ports of Hamburg, Bremerhaven, and Wilhelmshaven via the German Ports IT platform.

The second stage, which runs through November 2, focuses on the targeted onboarding of freight forwarders, importers, and carriers.

The third stage will begin on November 3 with the mandatory implementation of the complete SRO process for all importers, starting with two terminals (one in Hamburg and one in Bremerhaven or Wilhelmshaven).

Starting on November 17, the SRO will be gradually implemented at all other terminals. Detailed plans regarding when each terminal will go into operation will be available in advance at www.germanports.com.

The goal is to enable a smooth and successive market launch for all parties involved. There should be no disadvantages — regardless of size, role, or degree of digitalization. The gradual introduction gives everyone the opportunity to familiarize themselves with the new release process and digital authorization for pick-up and to effectively implement the necessary processes.
