Increase in Scale of Rates for vessel related charges

The [Mormugao] Port Scale of Rates [SoR] is subjected to automatic annual indexation at 100% of the WPI to be annually announced. The next Annual Indexation will be from 1 May 2021, subject to MoPT achieving the performance standards notified along with the SoR.

MoPT has achieved the Performance Standards for vessel related services, Accordingly, indexation for is applicable for vessel related charges.

The Tariff Authority for Major Ports [TAMP] has notified the Annual Indexation of 0.55% applicable for the year 2021-22. The charges at Sr.No.1.0 Vessel Related Charges (excluding 1 1.1-Cruise Vessels) are to be indexed by 0.55% with effect from 1 May 2021.

Availability of anchorages during monsoon season

Foul weather season is normally from 25 May to 31 August. During this period, the anchorage area of the inner harbour is restricted to a line, which is North of the Sunk Rock Light House position. Hence, the number of anchorages that can be utilised would be restricted due to non-availability of anchorages to the south of this line (including PLA anchorage for cargo operation).

Mumbai Port Trust will try and accommodate as many vessels as possible but may have to deny anchorage facilities due to non-availability of anchorage berths. The cargo working anchorage berths will be allotted on a first-come-first-serve basis, while other anchorages will be allotted for short periods only for those vessels also on a first-come-first-serv e basis, which have specific work at Mumbai. Vessels which have got no employment will not be accorded to “lay up anchorage” and hence are strongly exhorted to find monsoon shelter elsewhere.

Small tugs, barges and other small vessels, which are covered under the Inland Vessels Act are also advised to seek shelter in minor ports in consultation with MMB. Those vessels which are anchored in the inner Mumbai Harbour will have to ensure that they are in a port-worthy condition, manned under the ISM code of safe manning and have the engines in proper working condition besides having all the statutory certificates and insurance valid.

The dumb barges and craft without engine which are anchored in the inner Mumbai Harbour will have to keep standby tugs for assistance to vessel. They also should have their towing ropes and appropriate gear ready to facilitate towing during their stay at anchorage in case of bad weather and any other emergencies.

Increase of permissible drafts

The maximum permissible draft for Berth No.10 is increased to 14.00 metres with 1.00 metre height of rising tide due to improvement in the water depth at approach channel and berth face.

Restrictions for delivery of stores, spares & consumables

In view of the prevailing Covid pandemic situation, it has been decided that ship chandler, hawker and ship spare suppliers will not be permitted to board vessels coming to Haldia, Kolkata and Budge Budge inside the impounded dock system and the riverine jetties.

All stores, spares and other consumable items must be delivered to vessels at the quay walls / jetty side from where the Master of the vessel shall ensure that stores, spares and other consumable items are picked up board by ship personnel only.
